White elephantは、文字どおり、白象の意味があります。
色素の不足したアジアゾウで、インド周辺で神聖視される象のことです。
なぜ上記のようなフレーズになったかと言うと
シャムの大臣が気に入らない延臣に象を与えて困らせた、ということに起因しているそうです。
英英辞典では
white elephant
= A possession that is useless or troublesome, especially one that is expensive to maintain or difficult to dispose of.

「役に立たないか面倒なもので、特に維持するのにお金がかかったり捨てるのがむずかしいもの」
という意味です。
